I think there's a story or something that the reason for it is because the source of the devil fruits is at the bottom of the ocean so if a user enters the water, it's the source that is pulling them back.

He surfaces with a splash, blinking water out of his eyes and his dark hair just flat over his face -- at least, until the strands start popping back up again, since he's got those natural slight waves and messy forms.

He gives Law a dirty look, briefly, though he wrinkles his nose and frowns when he immediately picks back up on the BSOD. ]
