Though typically only one fruit can be eaten by a single person. If someone eats two devil fruits they'll die.

The person running the organization has become quite powerful and there are plenty of people who want a cut of the profits. Just as well, the world government isn't bending over backwards to deal with pirate with an army of devil fruit users.
